IRAN / STRAIT OF HORMUZ

US strikes Qeshm as Iran says a deal is far off

SEVERE 77 ▼ 2

The US carried out what it called "defensive" strikes on Iran's Qeshm island overnight, aimed at surface-to-air missiles used against US assets, and the Revolutionary Guards say they downed a US MQ-9 drone east of the strait. A senior Iranian official told Reuters on Tuesday the two sides are "far from" a deal, even as Qatari mediators travelled to Tehran on Monday night for talks on a draft deal that has been under negotiation for eight days (Arab News).

So what? Talks and strikes are now running side by side, and the midterms are today. Expect the next 48 hours to set the tone for November in the Gulf. Keep Hormuz contingency plans live and treat any reopening headline as a starting gun for checks, not a green light.

Exec take: We assess it is unlikely (12 to 25%) that a US-Iran deal to reopen Hormuz is agreed by Nov 30.

Plot twist: Trump himself cast doubt on Monday on whether he would resume strikes after the vote, and said he believed Tehran wanted a deal as soon as possible (Arab News, above). Hours later came the Qeshm strikes, which Washington calls defensive.

Iran says its seven-step plan, now condensed so it could be carried out within two days, remains the basis of talks: the US ends its blockade of Iranian ports, Iran reopens the strait, Washington waives sanctions on Iranian oil, and other issues follow. Oil fell nearly 4% on Monday on hopes of a deal (Reuters). Parliament Speaker Qalibaf warned on Tuesday that Iran's response to any US miscalculation would "disregard geographical constraints" (Arab News, above).

UKRAINE

Russia bombs an aid site a week before peace talks

SEVERE 82 ▬

Russian guided bombs hit a school in Komyshuvakha, Zaporizhzhia region, where residents collected humanitarian aid every Monday, then struck its shelter in a second wave. At least 26 people were killed and 27 were missing as of Monday night, among them police officers and rescuers (Kyiv Post).

So what? The US says it will mediate working-level talks between Ukraine and Russia in Abu Dhabi on Nov 10 and 11, covering post-war security, de-escalation and humanitarian steps (Kyiv Post). Do not plan on a ceasefire dividend this year. Teams and suppliers in Ukraine still need winter power, connectivity and evacuation plans.

Exec take: We assess it is very unlikely (5 to 15%) that Russia and Ukraine agree a ceasefire by Dec 31.

Plot twist: Classes at the school had long stopped because it sits so close to the front line. Rescuers who arrived after the first strike moved into the shelter as the threat grew, and that is where the second wave hit (Kyiv Post, above).

Overnight into Monday, Russia launched 193 attack drones, and strikes on energy infrastructure caused power outages in 10 regions, including Kyiv, where metro and high-speed tram services were disrupted (Kyiv Independent). Zaporizhzhia region declared Tuesday a day of mourning (Kyiv Post, above).

BELGIUM / EUROPE

Hackers turn up the heat in Belgian supermarket freezers

GUARDED 30 ▬

Attackers reportedly switched refrigeration systems into defrost mode remotely overnight into Monday at stores including Delhaize, Carrefour, Intermarché and Spar, and Belgium's federal prosecutor has opened an investigation (The Brussels Times). VRT counts at least 40 Delhaize stores, around 15 Carrefour stores and five Spar stores hit, plus 10 to 15 Intermarché stores in Wallonia and Brussels (VRT).

So what? This is the second wave in about three weeks: an October attack on French supermarkets had around 700 victims, and Monday's also hit stores in Sweden, Ireland, Estonia, the Netherlands and Luxembourg (The Record). If you run cold chain, retail or warehouses in Europe, find every internet-facing controller this week, put it behind a VPN or take it offline, and set temperature alarms that wake a human.

Exec take: We assess it is likely (60 to 75%) that another wave of attacks on retail refrigeration controls hits Europe before Dec 31.

Plot twist: After the French wave, the two equipment makers named said the affected devices were mainly discontinued products that no longer get security updates, and EU rules forcing longer support only start in December 2027. One installer says the affected units need physical changes, not just a software patch (The Record, above).

No one has claimed either wave. Controllers from one of the same makers were hit in Russian supermarkets at the start of the invasion of Ukraine (The Record, above). Separately, Prime Minister De Wever tendered his resignation on Monday after budget talks failed; the King is consulting coalition leaders and will see him again on Friday (VRT).

POLAND / KALININGRAD

Poland sends counter-terror police to the Kaliningrad border

GUARDED 25 ▲ 1

Polish police launched a special operation in the Warmia-Masuria and Podlasie provinces after warnings that acts of sabotage could take place near the border with Russia's Kaliningrad exclave in the coming days. National police chief Marek Boróń says the army, border guard and security services are involved (Notes from Poland).

So what? Broadcaster RMF reports the warnings mention possible border violations by armed groups; no incident has been confirmed. If you have plants, depots or staff in north-east Poland, expect a heavier police presence this week, and review site security, staff travel and who to call if a site is hit.

Exec take: We assess it is unlikely (10 to 25%) that an act of sabotage or armed border incident in north-east Poland is publicly confirmed by Nov 8.

Plot twist: A police order for "full readiness" from Nov 2 to 8 was first read as linked to the fight over Poland's Constitutional Tribunal. Police "emphatically" denied that and tied it to sabotage threats instead (Notes from Poland, above).

In September a Russian military helicopter crossed from Kaliningrad and stayed in Polish airspace for around 42 seconds, and in July a Russian Kh-101 cruise missile landed in a field in eastern Poland (Notes from Poland, above).

BELOW THE RADAR

Iran puts the RAF on its terror list

Iran has designated the Royal Navy and the Royal Air Force as terrorist organisations and MI6 as a "hostile group", in response to Britain outlawing support for the Revolutionary Guards. UK Defence Secretary Wes Streeting called it "bare-faced cheek" and said he might frame the press clippings in his downstairs toilet (The Independent). The label is symbolic for now, but UK defence suppliers and staff with Gulf exposure should note it.
