Short answer
The dark fleet, also called the shadow fleet, is the group of tankers that move sanctioned oil from countries such as Russia, Iran and Venezuela while hiding their identity or location. Estimates in 2026 range from about 1,100 to 1,600 active vessels depending on definition, and the US keeps adding tankers to sanctions lists.

How dark fleet tankers operate
Typical behavior includes switching off or spoofing AIS transponders, ship to ship transfers at sea, frequent changes of name and flag, opaque ownership through shell companies and insurance from outside the mainstream market. Many of the ships are old.
Why it is a business risk
For traders, banks and charterers, the risk is sanctions exposure through a counterparty or a vessel. In October 2026 the US Treasury designated 17 more tankers and 13 shipping companies linked to Iranian oil, and warned that foreign banks could face secondary sanctions. For coastal states and other ships, the risk is collisions and oil spills involving poorly maintained tankers with doubtful insurance.
How to screen for it
Check vessel history, not only names: past flags, ownership changes, AIS gaps and ship to ship transfers. Make sanctions clauses explicit in charter parties and sale contracts.
What happens next?
We assess it is almost certain that new US sanctions designations of shadow fleet tankers continue before year end.
We assess it is likely that the dark fleet keeps growing while Iranian and Russian exports remain under sanctions.
